China’s ruling Qing Dynasty began setting up Chinese consulates in South-East Asia with the rise of wealthy Chinese immigrants. Whampoa Hoo Ah Kay was appointed Singapore’s first consul in 1877 to strengthen the cultural ties of the Singapore Chinese and China.
